Art. 2 – Eligibility Requirements

  1. Candidates holding a PhD or equivalent qualification obtained in Italy or abroad are eligible to apply.

  2. For qualifications obtained abroad, recognition of the foreign title for the purposes of obtaining a PhD in Italy is required, in accordance with current regulations. Candidates holding a PhD obtained abroad must mandatorily attach a copy of the measure issued by the competent authorities recognising equivalence pursuant to art. 74 of Presidential Decree no. 382/1980, or a copy of the receipt confirming delivery of the recognition request submitted to the Presidency of the Council of Ministers – Department of Public Administration – pursuant to art. 38 of Legislative Decree no. 165/2001. Candidates holding a PhD obtained abroad are in any case all admitted with reservation.

  3. A candidate who, at the time of submission of the application, has not yet obtained recognition but has initiated the procedure is admitted with reservation to the selection and, if declared the winner, must provide proof of recognition of the qualification before signing the contract.

  4. The requirement referred to in paragraph 1 must be met by the application deadline for the comparative evaluation procedure.

  5. The following are excluded from the selection: full and associate professors, and researchers already employed on a permanent basis, even if no longer in service, as well as those who have already benefited, for at least three years, from contracts referred to in art. 24, paragraph 3 of Law no. 240/2010, as amended by art. 14, paragraph 6-decies, of Decree-Law no. 36 of 30 April 2022. The exclusion does not apply to holders of contracts concluded under the previous version of art. 24 of Law 240/2010.

  6. Also excluded from the selection procedure are those who, at the time of application, have a degree of kinship or affinity up to and including the fourth degree with the persons referred to in art. 18, paragraph 1, letter c), of Law 240/2010.

  7. Exclusion from the procedure is issued by a reasoned Rectoral Decree, notified to the candidate concerned.

Art. 3 – Application Submission: Methods and Deadlines

  1. The application form, available on the institutional website at www.unineuromed.it, must be submitted to the following certified email (PEC) address: unineuromed@legalmail.it

  2. The application and all its attachments must be declared by the candidate pursuant to articles 46 and 47 of Presidential Decree no. 445 of 28.12.2000, and duly signed with a handwritten or certified electronic signature. For information on electronic signatures, please consult the dedicated page of the Agency for Digital Italy (AGID): https://www.agid.gov.it/it/piattaforme/firma-elettronica-qualificata.

  3. The application must be submitted, under penalty of exclusion, within the mandatory deadline of 15 (fifteen) days, starting from the day following the publication of this call as a notice in the Official Gazette of the Italian Republic – 4th Special Series – Competitions and Examinations. The submission date is certified by the date of receipt of the PEC. The deadline for submission is 11:59 PM on the last eligible day (Italian time).

  4. Applications submitted by any means other than those specified will not be accepted, and the candidate will be excluded from the selection. The application must be fully completed in all its sections. No additions or changes to the application will be accepted after the deadline.

  5. The candidate must attach to the application: a) curriculum vitae of scientific and teaching activities, in PDF format; b) copy of a valid personal identity document; c) copy of the tax identification code; d) list of publications submitted for evaluation, in PDF format; e) scientific publications, up to a maximum of 12, in PDF format.

  6. For evaluation purposes, only publications or texts accepted for publication in accordance with current regulations are considered, as well as essays included in collective works and articles published in print or digital journals, excluding internal notes or departmental reports lacking an ISSN or ISBN. Doctoral dissertations or equivalent degree theses are evaluated even in the absence of the conditions set out in this paragraph.

  7. For publications produced entirely or partially in Italy, the obligations set out in Law no. 106 of 15 April 2004 and the related Regulations issued by Presidential Decree no. 252 of 3 May 2006 must be fulfilled. For works produced abroad, the date and place of publication must be indicated. It is therefore mandatory, under penalty of the Commission's inability to evaluate individual publications, to explicitly state the ISSN/ISBN/ISMN code of each publication, unless it is already present in the header or body of the publication itself.

  8. Reference to qualifications and publications previously submitted to this Administration, or to documents attached to an application for another selection procedure, is not permitted.

  9. Publications not attached to the application will not be evaluated by the Commission. Lists with links to texts are not accepted as a substitute for the publications themselves.

  10. If the number of publications submitted exceeds the maximum specified in art. 1 of this call, the Commission will evaluate the first 12 in the order listed in the relevant index.

  11. The Administration reserves the right to carry out appropriate checks on the truthfulness of self-certified declarations.

  12. At the Administration's request, the candidate must provide appropriate documentation to support declarations relating to qualifications, activities, and contracts with foreign institutions.

  13. Candidates who provide false declarations are subject to the penalties set out in the Criminal Code and applicable special laws (art. 76 of Presidential Decree no. 445 of 28.12.2000).

  14. A candidate will forfeit any benefits arising from a measure issued on the basis of a false declaration, should the Administration's checks reveal that the declaration is untrue (arts. 71 and 75 of Presidential Decree no. 445 of 28.12.2000).

  15. Non-EU citizens residing in Italy may use self-certification only to certify facts, statuses, and personal qualities that can be certified or attested by Italian public or private bodies. In all other cases, they must submit a curriculum vitae, a list of publications, and documents and qualifications in original or authenticated copy, legalised by the competent Italian consular authorities and accompanied by a certified Italian translation conforming to the foreign text, prepared by the same consular authorities or by an official translator.

  16. Foreign candidates must declare, under their own responsibility and under penalty of exclusion, that they have an adequate knowledge of the Italian language.
