Art. 2 – Eligibility Requirements
Candidates holding a PhD or equivalent qualification obtained in Italy or abroad are eligible to participate in the comparative evaluation procedure.
For qualifications obtained abroad, recognition of the foreign degree for the purposes of obtaining a PhD in Italy is required, in accordance with current legislation.
Candidates holding a PhD obtained abroad must mandatorily attach a copy of the measure issued by the competent authorities recognising equivalence pursuant to art. 74 of Presidential Decree No. 382/1980, or a copy of the receipt confirming delivery of the recognition request submitted to the Presidency of the Council of Ministers – Department of Public Administration – pursuant to art. 38 of Legislative Decree No. 165/2001.
Candidates holding a PhD obtained abroad are in any case all admitted with reservation.
A candidate who, at the date of submission of the application, has not yet obtained recognition but has initiated the procedure, is admitted with reservation, and if declared the winner, must produce evidence of the recognition of the qualification used for admission purposes before signing the contract.
The requirement referred to in paragraph 1 must be met by the deadline for submission of the application for admission to the comparative evaluation procedure.
The following are excluded from the selection: university professors of first and second level and researchers already employed on a permanent basis, even if no longer in service, as well as individuals who have already benefited, for at least three years, from contracts pursuant to paragraph 3 of art. 24 of Law No. 240/2010, as amended by art. 14, paragraph 6-decies, of Decree-Law No. 36 of 30 April 2022. The exclusion does not apply to holders of contracts entered into under the previous art. 24 of Law 240/2010.
Also excluded from the selection procedure covered by this call are those who, at the time of application, have a degree of kinship or affinity up to and including the fourth degree with the individuals referred to in art. 18, paragraph 1, letter c) of Law 240/2010.
Exclusion from the procedure is ordered by a reasoned Rectoral Decree, notified to the person concerned.
Art. 3 - Application Procedures and Deadlines
The application form, available on the institutional website www.unineuromed.it, must be submitted to the following certified email address (PEC): unineuromed@legalmail.it
The application and all its attachments must be declared by the candidate pursuant to articles 46 and 47 of Presidential Decree No. 445 of 28.12.2000, duly signed with a handwritten or certified electronic signature. For information on electronic signatures, please consult the dedicated page of the Agency for Digital Italy (AGID): https://www.agid.gov.it/it/piattaforme/firma-elettronica-qualificata.
The application must be submitted, under penalty of exclusion, within the strict deadline of 15 (fifteen) days, starting from the day following the publication of this call as a notice in the Official Gazette of the Italian Republic – 4th Special Series – Competitions and Examinations. The date of submission is certified by the date of receipt of the PEC. The deadline for submission will expire at 11:59 PM on the last eligible day (Italian time).
No other method of submission is accepted, under penalty of exclusion. The application must be completed in all its parts. No additions or modifications to the application are permitted after the deadline.
The candidate must attach to the application:
a) curriculum of their scientific and teaching activities, in PDF format;
b) copy of a valid personal identity document;
c) copy of the tax identification code;
d) list of submitted publications, in PDF format;
e) scientific publications, up to a maximum of 12, in PDF format.
For evaluation purposes, only publications or texts accepted for publication in accordance with current regulations are considered, as well as essays included in collective works and articles published in journals in print or digital format, excluding internal notes or departmental reports that lack an ISSN or ISBN. Doctoral theses or those relating to equivalent qualifications are evaluated even in the absence of the conditions referred to in this paragraph.
For publications produced wholly or partially in Italy, the obligations set out in Law No. 106 of 15 April 2004 and the related Regulation issued by Presidential Decree No. 252 of 3 May 2006 must be fulfilled. For works produced abroad, the date and place of publication must be indicated. It is therefore necessary, under penalty of the Committee's inability to evaluate individual publications, to explicitly indicate the ISSN/ISBN/ISMN code of each publication, unless it is already present in the header/text of the publication itself.
Reference to qualifications and publications submitted to this Administration or to documents attached to an application for another selection procedure is not permitted.
Publications not attached to the application will not be evaluated by the committee. Lists with links to texts are not accepted as substitutes for publications.
Should the number of submitted publications exceed the maximum provided for in art. 1 of this call, the Committee will evaluate the first 12 in the order listed in the relevant list.
The Administration reserves the right to carry out appropriate checks on the truthfulness of the content of substitute declarations.
At the Administration's request, the candidate must provide appropriate documentation supporting declarations referring to qualifications, activities and contracts with foreign institutions.
Candidates who make false declarations are subject to the penalties provided for by the Criminal Code and special laws on the matter (art. 76 of Presidential Decree No. 445 of 28.12.2000).
The candidate forfeits any benefits arising from the measure issued on the basis of a false declaration, should the Administration's verification reveal that the content of the declaration is untrue (arts. 71 and 75 of Presidential Decree No. 445 of 28.12.2000).
Non-EU citizens residing in Italy may use self-certification only in cases where it concerns states, facts and personal qualities that can be certified or attested by Italian public or private bodies. In all other cases, they must submit a curriculum, a list of publications, and documents and qualifications in original or authenticated copy, legalised by the competent Italian consular authorities and accompanied by a certified Italian translation conforming to the foreign text, drawn up by the same consular authorities or by an official translator.
Foreign candidates must declare, under their own responsibility, under penalty of exclusion, that they have an adequate knowledge of the Italian language.
